All that you need to know about Analyse and Allocate

Analyse and Allocate is a research-driven decision-making competition that places participants in a developing geopolitical situation and gives them a fictional fixed budget of ₹6 crore to allocate across possible courses of action. It challenges students to understand a complex situation, make a constrained decision, and defend that decision using evidence.

Event Description:

  • Team size: 1-3
  • Event Dates: 30th October, 2026
  • Entry Eligibility: Open to all college students.
  • Venue: Delhi Technological University (East Campus)

Format:

  • PHASE-1: Teams will receive a Situation Brief and a Research Pack together. The Situation Brief covers the background, key actors and their interests, the core problem requiring a decision, and the major constraints. The Research Pack contains the evidence teams will work from, including data, statistics, policy excerpts, statements and news extracts. Teams will have 30 minutes to analyse the situation, identify the core problem, and understand the key stakeholders and constraints. No submission is required.
  • PHASE-2: Teams will receive an Allocation Sheet with ₹6 crore and 8-10 possible options. They must select 4-6 options and allocate the ₹6 crore among them based on their analysis. Teams will have 45-50 minutes. The allocation is submitted at the end of the phase and is locked, with no changes permitted thereafter.
  • PHASE-3: Teams will have 60 minutes to prepare a 2-3 page research memo defending their locked allocation. The memo must use evidence from the Research Pack to explain their choices, priorities, trade-offs, risks and expected outcomes. Teams will submit the memo along with their previously locked allocation.
  • PHASE-4: Teams will then present their memos to a panel of judges. The judges will evaluate the memos on the quality of research and use of evidence, depth of analysis, strategic decision-making, understanding of risks and trade-offs.

There is no predetermined correct allocation.

Note: All rounds to be conducted offline, at Delhi Technological University (East Campus).
