Opportunity brief

About the Paper Presentation:

West Bengal offers unusually fertile ground for empirical enquiry, and it is this quality, rather than any sentimental attachment, that recommends it as a subject of academic research.

It is a large state marked by pronounced internal variation: an older industrial belt along the river, a densely cultivated agrarian core, a plantation economy in the north, the drier districts of the west, a coastal delta exposed to considerable climatic risk, and a metropolitan labour market that draws upon each of these in turn. Since these districts fall within a single state policy regime, the differences between them may be examined with some prospect of identifying the factors genuinely at work. The state is served, in addition, by long administrative series and by the coverage of every major national survey, so that a question may ordinarily be posed at more than one level of aggregation and verified against itself.

We invite papers that pose questions capable of being answered. A carefully executed descriptive study, in which the data are handled with honesty and the limitations stated plainly, is of considerably greater value than an ambitious causal claim that the available evidence cannot sustain. Theoretical and policy-analytical contributions are equally welcome, provided the argument is rigorously developed.

With this in mind, we are pleased to announce a Call for Papers on the theme:

'The Economy of West Bengal: Navigating Change, Building the Future'
